Sir,

Please find attached here with the DD of worth ten rupees in favour of the GSO-1, RTI Fund payable at New Delhi & following information required under RTI Act, 2005:-

  1. That do you know – animals are being ill treated during their transportation towards their supply to the Indian Army for slaughter or Indian Army do not have their slaughter houses & they preferred meat only not live animals?
  2. If Indian Army has their own slaughter houses then do you know the rules about how to slaughter animals?
  3. If Indian Army do not have the slaughter houses & you depends upon the meat suppliers / contractors then do you that animals are being ill treated during their transportation towards slaughter houses & animals are being shifted under very heavy stress, pain, injury & some time death, animals are being slaughtered violating the rules made out by the Govt. & the meat became un-hygienic for human consumption, as some time sick, pregnant, injured animals slaughtered by them ?
  4. Do you know that the animals are being transported from Delhi to J&K under Indian Army supply cover in a very cruel manner violated law of the land & animals are shifted under very heavy stress, pain, injury & some time death?
  5. Please supply me the complete list of the animal / meat suppliers to the Indian Army nationwide along with terms & conditions decided between the Indian Army & suppliers / contractors.

Hence you are requested to supply me the above said information along with the actions to be taken against the violators of the agreements made out between the Indian Army & suppliers / contractors.

The Prevention of Cruelty to Animals Act, 1960 needs amendment as the punishment under this act is very..very minor & the offenses under this act are partly cognizable, the central Govt. make rules under section 38 & the violation of these rules is a non-cognizable offense in legal terms along with minor punishment. Animals are being transported in a very..very cruel manner & they traveled under very heavy stress, pain, injury & some time death - this cruel transportation of animals also a non-cognizable offense with minor punishments, illegal meat shops / slaughter houses are doing their cruel act & crime against animal for profit. Cow slaughtering is open in few states of India & from Delhi there are so many vehicles carrying sheep & goats towards J&K in very cruel manner, I have lodged so many complaints....but till date crime against animals are going on along with another crime comes in light by the so called animal rights activist as they charge bribes from the violators of the law for safe passage.. shame on them

There are rules & laws to handle the cruelty towards animals in NCR Delhi but the implementation of these laws are very..very poor, people keep pets with out registration with the competent authorities as there are no rules for dog knells - breeders along with fish aquarium in this region, people import-breed & keep the exotic animals / birds in cages for profit under cover pet but the intention is to get financial gain - business, there are no checks & monitoring at the level of administration, due to this illegal trade - the Govt authorities loosing the big amount as sales tax. Under the cover of illegal pet trade, people involved in this business hurt the genuine Indian endangered species & the protected animals also comes in market for sale / purchase, now this is the demand :-
1. Formation of the law / rules for Dog knells - breeders / pet shops.
2. Formation of the law / rules for the fish aquariums.
3. Formation of the law / rules for the protection of the exotic animals & birds.
4. Monitoring of existing laws implementation & control over the export - import
of the animals.
5.The violation of the law & rules should be a cognizable offense in legal terms
along with major punishment.

Animal or Human Rights?

The scarcity of mutton in the valley since month’s wait is near to end now. The shortage of mutton hit the valley when the Bakra Mandi dealers, Delhi had called for an indefinite strike.

The strike was called as a mark of protest against the harassment these dealers face by the workers of People for Animals, (PFA) an N.G.O which has shelter all over India for animals, laid by Manika Gandhi. The reasons that led to the furore among the animal lovers is reported to be importing of sheep in overloaded trucks against the capacity, as about 140 sheep are carried in trucks of about 40 intake capacity.
These animal lovers indeed, are blessed to owe human hearts in their bosoms. Their concern deserves rewards. They feel the pain which these speechless animals suffer, the congestion, suffocation and discomfort these poor creatures suffer when imported in overloaded trucks. After all we are humans, the crown of creation, cannot deny animals their rights.
The animal rights! In this context the authorities are held accountable and answerable. The matter is assured to be taken up with angry animal right activists and higher authorities there in Delhi. There is nothing surprising in it, as time and again Manika Gandhi (environment and animal lover) has every right to question the world's largest democracy for protecting animal rights. She is very much committed towards preserving animal rights, who also used to host weekly television show 'Heads and Tails' highlighting the sufferings of animals.
But, what pains is the criminal silence over the massacre of rights of Kashmiri human rights. It is pathetic as well as funny to talk about animal rights when we Kashmiri are deprived of 'right to life'. We are living under the black laws .Needless to mention from past 18 years now; blood of Kashmiris has been and is being splashed out on the streets. The fear chokes our daily routine, the traumatic disorders, mass rape; abduction, fake encounters, surprising raids, harassment and frisking are the blazing scenes Kashmiris face every day. Occupational forces enjoy special privileges and need no reason to put you behind the bars wherein, many Kashmiris on records and off the records enlist as disappeared and someday are revealed to be resting in Tihar jail. They are brutally made to confess under duress. A naïve Kashmiri is threatened the naked parade of his wife and is made to confess and succumb to what he never did. The blank ink will brim with the colour of blood and the written words will cry aloud the pangs which go unheard here in the valley.
The hue and cry over the import of animals in overloaded trucks is an irony to every conscious and keen Kashmiri observer. Talking about animal rights in a place where people are deprived of human rights is nonsense. In addition to grave violation of 'right to life', humans (Kashmiris) are every day made to travel in overloaded busses. On an average the general local buses with an intake capacity of 20 to 25 people carries double its capacity. It is a common sight to see bus tops also occupied and carrying people. This is disgusting and for this matter our responsible authorities are playing very irresponsible. Common public is left helpless with no alternative but, to bore the overloaded busses and thus facing all the discomforts, worst sufferers being women. How lucky are the animals that have People for animals (PFA), behind them to plead their cases but how unfortunate are “We the Kashmiris”!

OPEN LETTER TO THE AWD / CHAIRMAN / SECRETARY OF THE AWBI

Is has been learnt that under the pressure of trader's lobby - the AWD / AWBI starts working on the revisions of the No's of the animals to be put in a vehicle during shifting - animal weight will be the criteria not a size - how amazing it is?
QUESTIONS FOR AWD / AWBI ?
* How & why this question arrise ?
* Who is supporting this issue ?
SUGGESTIONS FROM THE INTERNATIONAL PFA / SPCA & PFA HARYANA :-
* ISI specifications are there & no needs to review the existed rules of animal transport in question of space requirement where as a long procedure was adopted while preparing draft rules then Indian Parliament approved the same.
* The AWD / AWBI have to review the punishments for violation of the PCA Act, 1960 >http://www.thepetitionsite.com/petition/410732651<
* The violation of the said act be the cognizable offence.
* Infirmaries / SPCA's be set up in the whole country.
* Police powers to be given to the NGO's.
* Performance be assessed of the AWBI Chairman / Members of the Board / All AWO's quarterly.
* Reward & punishment policy for all, AWBI awards be restored.
* So called animal activist / bed elements be identified & elemenated.
* Foreign funding / fund raising on animal welfare be monitered by the Govt. in India.

Srinagar, Feb 3: There is good news for mutton eaters as dealers at Delhi’s Bakra Mandi withdrew call for strike on Sunday.
“The mutton dealers in New Delhi have agreed to call off their strike on our request,” Manzoor Ahmad Kanoon, President Kashmir whole sale mutton dealers union told Greater Kashmir.
The Valley dealers asked the Bakra mandi dealers to call off the strike after they were assured by the government that they won’t be facing any harassment while importing the livestock in the Valley.
The Bakra Mandi dealers had launched an indefinite strike last month alleging harassment and ‘extortion’ by the activists of People for Animals (PFA), an NGO, in Haryana, while ferrying the livestock into the Valley.
The dealers were being harassed on the pretext of carrying more than 40 sheep per truck against the 140 sheep permitted by the state government.
“We took the matter with the Divisional Commissioner Kashmir and the Director Consumer Affairs and Public Distribution who assured us that they would take up the issue of harassment with the authorities in New Delhi. We accordingly asked the Bakra Mandi dealers to call off the strike,” Kanoon said.
“They responded well and decided to call off the strike,” he said.
He said the strike by the dealers had resulted in a crisis like situation in the Valley.
“The mutton in the valley was becoming increasingly scarce due to the strike and there were complaints that a kilogram of mutton was being sold at Rs 200,” he said.
He said the livestock import will resume Sunday and the supply will reach the valley in a couple of days.
“Once the supply reaches into the Valley we expect the things to be normal,” Kanoon said, adding the prices would also roll back to the normal.
