Please find attached here with the DD of worth ten rupees in favour of the GSO-1, RTI Fund payable at New Delhi & following information required under RTI Act, 2005:-

  1. That do you know – animals are being ill treated during their transportation towards their supply to the Indian Army for slaughter or Indian Army do not have their slaughter houses & they preferred meat only not live animals?
  2. If Indian Army has their own slaughter houses then do you know the rules about how to slaughter animals?
  3. If Indian Army do not have the slaughter houses & you depends upon the meat suppliers / contractors then do you that animals are being ill treated during their transportation towards slaughter houses & animals are being shifted under very heavy stress, pain, injury & some time death, animals are being slaughtered violating the rules made out by the Govt. & the meat became un-hygienic for human consumption, as some time sick, pregnant, injured animals slaughtered by them ?
  4. Do you know that the animals are being transported from Delhi to J&K under Indian Army supply cover in a very cruel manner violated law of the land & animals are shifted under very heavy stress, pain, injury & some time death?
  5. Please supply me the complete list of the animal / meat suppliers to the Indian Army nationwide along with terms & conditions decided between the Indian Army & suppliers / contractors.

Hence you are requested to supply me the above said information along with the actions to be taken against the violators of the agreements made out between the Indian Army & suppliers / contractors.

The Prevention of Cruelty to Animals Act, 1960 needs amendment as the punishment under this act is very..very minor & the offenses under this act are partly cognizable, the central Govt. make rules under section 38 & the violation of these rules is a non-cognizable offense in legal terms along with minor punishment. Animals are being transported in a very..very cruel manner & they traveled under very heavy stress, pain, injury & some time death - this cruel transportation of animals also a non-cognizable offense with minor punishments, illegal meat shops / slaughter houses are doing their cruel act & crime against animal for profit. Cow slaughtering is open in few states of India & from Delhi there are so many vehicles carrying sheep & goats towards J&K in very cruel manner, I have lodged so many complaints....but till date crime against animals are going on along with another crime comes in light by the so called animal rights activist as they charge bribes from the violators of the law for safe passage.. shame on them

There are rules & laws to handle the cruelty towards animals in NCR Delhi but the implementation of these laws are very..very poor, people keep pets with out registration with the competent authorities as there are no rules for dog knells - breeders along with fish aquarium in this region, people import-breed & keep the exotic animals / birds in cages for profit under cover pet but the intention is to get financial gain - business, there are no checks & monitoring at the level of administration, due to this illegal trade - the Govt authorities loosing the big amount as sales tax. Under the cover of illegal pet trade, people involved in this business hurt the genuine Indian endangered species & the protected animals also comes in market for sale / purchase, now this is the demand :-
1. Formation of the law / rules for Dog knells - breeders / pet shops.
2. Formation of the law / rules for the fish aquariums.
3. Formation of the law / rules for the protection of the exotic animals & birds.
4. Monitoring of existing laws implementation & control over the export - import
of the animals.
5.The violation of the law & rules should be a cognizable offense in legal terms
along with major punishment.

The scarcity of mutton in the valley since month’s wait is near to end now. The shortage of mutton hit the valley when the Bakra Mandi dealers, Delhi had called for an indefinite strike.

The strike was called as a mark of protest against the harassment these dealers face by the workers of People for Animals, (PFA) an N.G.O which has shelter all over India for animals, laid by Manika Gandhi. The reasons that led to the furore among the animal lovers is reported to be importing of sheep in overloaded trucks against the capacity, as about 140 sheep are carried in trucks of about 40 intake capacity.
These animal lovers indeed, are blessed to owe human hearts in their bosoms. Their concern deserves rewards. They feel the pain which these speechless animals suffer, the congestion, suffocation and discomfort these poor creatures suffer when imported in overloaded trucks. After all we are humans, the crown of creation, cannot deny animals their rights.
The animal rights! In this context the authorities are held accountable and answerable. The matter is assured to be taken up with angry animal right activists and higher authorities there in Delhi. There is nothing surprising in it, as time and again Manika Gandhi (environment and animal lover) has every right to question the world's largest democracy for protecting animal rights. She is very much committed towards preserving animal rights, who also used to host weekly television show 'Heads and Tails' highlighting the sufferings of animals.
But, what pains is the criminal silence over the massacre of rights of Kashmiri human rights. It is pathetic as well as funny to talk about animal rights when we Kashmiri are deprived of 'right to life'. We are living under the black laws .Needless to mention from past 18 years now; blood of Kashmiris has been and is being splashed out on the streets. The fear chokes our daily routine, the traumatic disorders, mass rape; abduction, fake encounters, surprising raids, harassment and frisking are the blazing scenes Kashmiris face every day. Occupational forces enjoy special privileges and need no reason to put you behind the bars wherein, many Kashmiris on records and off the records enlist as disappeared and someday are revealed to be resting in Tihar jail. They are brutally made to confess under duress. A naïve Kashmiri is threatened the naked parade of his wife and is made to confess and succumb to what he never did. The blank ink will brim with the colour of blood and the written words will cry aloud the pangs which go unheard here in the valley.
The hue and cry over the import of animals in overloaded trucks is an irony to every conscious and keen Kashmiri observer. Talking about animal rights in a place where people are deprived of human rights is nonsense. In addition to grave violation of 'right to life', humans (Kashmiris) are every day made to travel in overloaded busses. On an average the general local buses with an intake capacity of 20 to 25 people carries double its capacity. It is a common sight to see bus tops also occupied and carrying people. This is disgusting and for this matter our responsible authorities are playing very irresponsible. Common public is left helpless with no alternative but, to bore the overloaded busses and thus facing all the discomforts, worst sufferers being women. How lucky are the animals that have People for animals (PFA), behind them to plead their cases but how unfortunate are “We the Kashmiris”!

Is has been learnt that under the pressure of trader's lobby - the AWD / AWBI starts working on the revisions of the No's of the animals to be put in a vehicle during shifting - animal weight will be the criteria not a size - how amazing it is?
QUESTIONS FOR AWD / AWBI ?
* How & why this question arrise ?
* Who is supporting this issue ?
SUGGESTIONS FROM THE INTERNATIONAL PFA / SPCA & PFA HARYANA :-
* ISI specifications are there & no needs to review the existed rules of animal transport in question of space requirement where as a long procedure was adopted while preparing draft rules then Indian Parliament approved the same.

* Infirmaries / SPCA's be set up in the whole country.

* So called animal activist / bed elements be identified & elemenated.
* Foreign funding / fund raising on animal welfare be monitered by the Govt. in India.

Srinagar, Feb 3: There is good news for mutton eaters as dealers at Delhi’s Bakra Mandi withdrew call for strike on Sunday.
“The mutton dealers in New Delhi have agreed to call off their strike on our request,” Manzoor Ahmad Kanoon, President Kashmir whole sale mutton dealers union told Greater Kashmir.
The Valley dealers asked the Bakra mandi dealers to call off the strike after they were assured by the government that they won’t be facing any harassment while importing the livestock in the Valley.
The Bakra Mandi dealers had launched an indefinite strike last month alleging harassment and ‘extortion’ by the activists of People for Animals (PFA), an NGO, in Haryana, while ferrying the livestock into the Valley.
The dealers were being harassed on the pretext of carrying more than 40 sheep per truck against the 140 sheep permitted by the state government.
“We took the matter with the Divisional Commissioner Kashmir and the Director Consumer Affairs and Public Distribution who assured us that they would take up the issue of harassment with the authorities in New Delhi. We accordingly asked the Bakra Mandi dealers to call off the strike,” Kanoon said.
“They responded well and decided to call off the strike,” he said.
He said the strike by the dealers had resulted in a crisis like situation in the Valley.
“The mutton in the valley was becoming increasingly scarce due to the strike and there were complaints that a kilogram of mutton was being sold at Rs 200,” he said.
He said the livestock import will resume Sunday and the supply will reach the valley in a couple of days.
“Once the supply reaches into the Valley we expect the things to be normal,” Kanoon said, adding the prices would also roll back to the normal.

The shortage has forced mutton sellers and other related traders in the Kashmir Valley to shut down their shops.The shortage of meat has affected the Kashmiri cuisine, mutton being the main ingredient.With higher consumption of mutton during winters in the Valley, the residents are also feeling the pinch."Due to extreme winters, meat is preferred the most. Meat is very important part of our diet during winters. The demand is also high but unfortunately we are facing huge shortage in the market," said Shabir Ahmed, a resident.Before the present crisis, over 20 truckloads of sheep would arrive in the Kashmir Valley daily. The traders at the sheep and goat markets have alleged that the trucks are stopped at the checkposts ostensibly to control overcrowding of animals in the vehicles, but the purpose is to extract money. They said that the laws in various states specify different number of animals that can be carried in each truck, which worsens their problem."They unnecessarily stop the trucks and keep harassing us. They extract huge amount of money from the truck drivers and we are compelled to pay the amount," said Shamas Din, a mutton importer.According to the traders the market has suffered losses amounting to 10.5 million rupees so far. The mutton traders have appealed to the authorities to take a stock of the situation and help them."We have incurred a loss of 10.5 million rupees. Delhi Mandi is almost closed. We have appealed to the Delhi Chief Minister. We have been fighting since last one and a half month, but nobody has paid heed to our problem," said Manzoor Ahmad, President, Wholesale Mutton Dealers, Jammu and Kashmir.Meanwhile, the prices of chicken have gone up by Rs 15 to Rs 20 per kilogram.The crisis may further intensify if the strike in Delhi does not end soon as the wholesale markets in other northern states are not in a position to meet the requirement.

Srinagar, Jan 12: The indefinite strike by mutton dealers in Bakra Mandi in Indian capital city is going to badly hit the mutton supply to Kashmir Valley. The mani, which is Asia’s largest sheep mandi, is closed since Thursday following indefinite strike by mutton wholesale dealers there against the alleged harassment and highhandedness by the followers of social activist and BJP leader Meneka Gandhi. “Srinagar is the main market of Bakra Mandi in North India. If the strike continues there will be acute shortage of mutton in the Valley. Amirtsar cannot cater to the huge demand of Srinagar,” said Khazir Muhammad Pampori, a wholesale mutton dealer. “J&K government allows us to carry 140 sheep in a truck while Haryana only 40. When we load 140 sheep in Delhi, we are stopped in Haryana by the activists of Meneka Gandhi’s NGO who forcibly unload truck and ask for huge amount of money,” said Manzoor Ahmad Kanoon, president All Kashmir Wholesale Mutton Dealers Association. He said the wholesalers were not facing any such problem till some time ago but intervention of political activists and goons had made it impossible for the wholesale dealers to get stock from Delhi or Haryana. When contacted president Chinar Union of Sheep and Goats’ Suppliers, Bakra Mandi, Firdous Ahmad Wani said the harassment of mutton dealers by the activists of an NGO headed by Meneka Gandhi in Haryana had badly affected the business of wholesale dealers of Bakra Mandi. “The usual supply to Srinagar in January up till last year was around 20 truckloads of sheep a day but this year it is just three to four trucks and no supply since January 10, following strike by the wholesale dealers,” said Wani. “We have taken up the case with the authorities concerned and we are hopeful that they would definitely do something to stop the goons and anti-social activists from harassing and extorting money from mutton dealers,” he said. He said, “If there is 70 year old law in Haryana that no truck can carry more than 40 sheep together. Let our cases be dealt lawfully. Hardly any truck would be stopped by the officials concerned till some months ago and the seized truck would be released along with livestock after the dealers were condemned to fine. But the officials and local goons have now made it a routine to fleece the dealers. Now more and more people are joining the bandwagon of so-called NGO activists to extort money from the dealers in the name of animal protection. As a result, the Kashmir dealers have almost stopped to buy stocks from Delhi Bakra Mandi.” Meanwhile, the president of Livestock Market Traders Association, Eid Gah Road, Saddar Bazar, Delhi, Muhammad Tehseen Qureshi has threatened to join strike with the Bakra Mandi dealers, if the governments of Jammu and Kashmir, Delhi, Haryana and Rajisthan will not take effective steps to stop the activists of NGO, People for Animals (PFA), from harassing the mutton dealers of Kashmir and grabbing money from them through illegal means. Talking to Greater Kashmir over phone from Delhi, Qureshi appealed to the centre government for intervention and action against the so-called PFA activists, who in the garb of animal protection were allegedly extorting huge money from the mutton dealers. He also demanded abolition of law, disallowing truckers from carrying more than 40 sheep together in one truck. He pointed out that in some states truckers are even allowed to load even more 150 sheep together in a truck.

Maneka s love for animals saves Kashmir Rs 4 cr daily



Zahir-ud-DinSrinagar, Jan 29: Thanks to Maneka Gandhi, the self-proclaimed champion of animal rights,Kashmir has been saving Rs four crore daily ever since the closure of sheep market (Mandi) at Delhi. The state, however, loses Rs 5,60,000 a day as a result of Maneka’s campaign. According to Meraj-ud-Din Dajoo, a leading Koutdar (sheep dealer), around one hundred trucks carrying 160 animals each would leave for the Valley from the Delhi market daily. “The market was closed down when Maneka started dictating terms. Earlier, Kashmiri traders would purchase around 16,000 animals daily, approximately at a cost of Rs 2500 each. The exporters would take away more than 20,000 animals. Maneka wants the market to sell just 750 animals a day—500 to exporters and 250 to Kashmiri traders. The sheep dealers in Delhi refused to budge and the market was closed down indefinitely,” Dajoo said.Maneka did not stop here. In a bid to get her love for animals noticed, she also objected to the mode of transportation of the `revered’ animals. She wants the animals to have a joy ride to the slaughter house. The number of sheep transported in a truck, according to her, is a “violation” of the Prevention of Cruelty to Animals Act. A truck must carry lesser number of animals not 160, she believes. Dajoo said the state government would receive Rs 35 for every animal that entered the state. “The government is losing Rs 5,60,000 every day,” he told etala’at. The Amritsar Mandi, however, is functioning normally. But it cannot send more than 100 trucks to the Valley because of its commitment with traders from elsewhere. “The Valley requirement is much higher. In fact it is exactly double of what we receive from Amritsar. This will have an impact on the market. Besides the shortage of mutton, the prices will also register a hike,” Dajoo said.Interestingly, the butchers have started selling a kilogram of mutton (with gut) for Rs 160. If we start preserving the sheep, their population will grow considerably, leaving very less space for the humans,” he said.

Meat eaters bear brunt of Delhi-Srinagar tussle



Marouf Ahmad Srinagar, Jan 31 The failure of state government to settle issues with self-proclaimed champions of animal rights in Delhi is hitting Kashmiris—knows as voracious meat eaters—very badly as the mutton gets dearer by the day. With Srinagar-based sheep traders unable to import animals, the mutton prizes have registered a steep 20 percent jump from Rs 160 to Rs 200 a kg, reports from many parts of the city said Thursday. “I was astonished when a butcher demanded Rs 400 for two kg of mutton. I did not think it wise to argue with him as other customers were waiting in a long queue,” Bashir Ahmad Beigh, a resident of Soura, told etala’at. Another person, Nasir Ahmad said he woke up early to purchase mutton because after 11 am, the meat shops are locked given the ongoing mutton shortage. Butcher and traders, however, attribute the sharp surge in mutton prizes to inadequate supply. “We get the animals for high rates, we are helpless,” said a butcher, Ghulam Muhammad Rigoo.Nearly 15 lakh sheep and goat are imported from Rajasthan and other states of north India into the Valley every year. However, this accounts for only 60 percent of the total consumption. The rest is generated indigenously. The Valley sheep traders say they find it difficultly to import the animals from main mandi in Delhi. For, they say, the “money minting goons of Maneka Gandhi are harassing them.” “Maneka’s men intercept sheep-loaded trucks on the highways and extort Rs from 20,000 to 30,000 as fine from us that too without any receipt,” says Meraj-ud-Din Dajoo, a leading Srinagar-based wholesale meat trader.Dajoo alleged that Maneka’s men don’t allow a load of beyond 40 sheep (per truck) against the state governments approved 160. “This is sheer harassment by the self-proclaimed upholders of animal rights. The state government should intervene to save us from perpetual trauma,” he said. Talking to etala’at, Director CAPD, Abdul Majeed Dar said the government has taken the issue of traders with higher-ups and the matter will be sorted out very soon.Regarding the prize hike, he said his department can’t do any thing. “If someone is overcharged he should lodge a case with the police,” Dar added.

Javed ShahSrinagar, Feb 1 The state government has expressed helplessness in dealing with the ongoing acute shortage of mutton in the Valley following a ‘ban’ by self-proclaimed animal rights activists in New Delhi. Consumer Affairs minister Taj Mohi-ud-Din told etala’at on Friday the government cannot intervene in the matter as every state has its own laws. The so-called animal rights activists led by former Indian Environment minister Maneka Gandhi have been harassing meat traders from the Valley in Delhi markets. The activists reportedly intercept sheep-loaded trucks on the highways in Delhi and extort Rs from 20,000 to 30,000 as fine. Besides, they don’t allow a load of beyond 40 sheep (per truck) against the state governments approved 160. “This is sheer harassment by the self-proclaimed upholders of animal rights. The state government should intervene to save us from perpetual trauma,” said Meraj-ud-Din Dajoo, Kashmir’s leading meat dealer.But Taj, the minister, expressed his helplessness. “I am helpless and my chief minister has also expressed his helplessness regarding the issue. How can I intervene and tell Maneka (Gandhi) to abandon her protest because I am also holding the portfolio of Animal Husbandry Department,” he said.Taj added: “Anybody who affords to have the luxury of consuming mutton can wherever he gets it. I cannot do anything for mutton lovers. It has nothing to do with Islam. Since the majority of the population of India is non-Muslim, how can I impress them?”Kashmir imports around 60 to 70 percent sheep and goats from Delhi markets besides Punjab, Rajasthan and other states of north India. “It seems Maneka Gandhi has visceral hatred for Kashmir and Kashmiris. Earlier, she was instrumental in banning the shahtoosh trade, thereby snatching the livelihood of more than 300,000 people associated with the industry,” said Ghulam Nabi Shah, an imam of a Srinagar mosque told etala’at. “Now she is adamant to turn the Kashmiris into Vaishnavi (vegetarians).”According to the mutton dealers, the import of sheep and goats from Delhi has virtually stopped. The shortage has forced mutton sellers and others related to the trade in the Valley to shut down their shops. And if mutton is available anywhere, it’s sold at Rs 200 a kg against the normal rate of Rs 160.With higher consumption of mutton during winters in the Valley, the residents are also feeling the pinch. "Due to extreme winters, meat is preferred the most. Meat is very important part of our diet during winters. The demand is also high but unfortunately we are facing huge shortage in the market," said Shabir Ahmed, a Srinagar resident.Before the present crisis, over 20 truckloads of sheep would arrive in the Kashmir Valley daily. The traders at the sheep and goat markets have alleged that the trucks are stopped at the checkposts ostensibly to control overcrowding of animals in the vehicles, but the purpose is to extract money. They said that the laws in various Indian states specify different number of animals that can be carried in each truck, which worsens their problem."They unnecessarily stop the trucks and keep harassing us. They extract huge amount of money from the truck drivers and we are compelled to pay the amount," said Dajoo, the mutton importer.According to him, the market has suffered losses amounting to Rs 10.5 million since the unofficial ban.
